Commercial software tries very very hard not to introduce new functionality that is not absolutely required to use the software for its intended purpose. Even though most users prefer dark mode, it is a want, not a need and must be budgeted not just in the cost of making it happen (the cheapest part) but the cost of supporting it (the pricey part). In this case, every single function of the existing software must be manually tested and verified to work in both modes. This is not just a one time thing. This is a forever cost.
