In Austin they are making a place outside of the the center of the city to shove all the homeless people. I don't think that is the answer either. People don't go to the designated areas because they are drug free zones.
The real issue is addiction and mental illness. It is just not economics.
The real issue is politicians wanting to stay in power by exploiting problems rather than fixing them. God forbid they fix anything. They would have to come up with a new problem to exploit.
