A Crane?

From CNN.comIsraeli military cranes lifted a container which carried police to the top of an old fortress that serves as Sanur's community center.
About 50 protesters, many of them young and not residents of the settlement, had barricaded themselves on the roof. On the outside of the stone fortress, a banner declared: "A curse upon those who evacuate us."

After I thought about it for a minute, it made sense. You have far more control over a crane than a helicopter. You can stop the decent of the container a meter from the surface of the roof top. The soldiers can jump out and secure the touch down zone so no one gets smooshed. Then you can start loading people. Any one shooting the container for example would be unlikely to shoot it down.
